In one shocking instance, KCRA 3 reported in 2023 that foster children were allowed to be placed in a wing of the WET center. The California Department of Social Services warned Sacramento County that it would be fined if it placed any new children inside the Warren E. Thornton Youth Center, but there was already one lawsuit alleging a girl placed in the care of the facility suffered sex abuse, trafficking, and exploitation while in CPS custody.

There could be many more cases like that one – kids who stayed at the Warren E. Thornton facility and suffered abuse.
