In one case profiled by The Connecticut Mirror in 2022, an 11-year-old girl was allegedly sexually assaulted by a teenager at the Village for Families and Children, a residential treatment program in Hartford.

A lawsuit was brought by the adoptive family the girl was removed from, with the family claiming that “negligence and lack of supervision led to their daughter being assaulted.”

“They did not want to take any blame,” the girl’s father claimed, according to the outlet. He added, “This happened on your watch. How does this happen?”
