The USVSST Fund was established by federal law to compensate individuals who have obtained final judgments against designated foreign state sponsors of terrorism. These judgments must arise from acts of international terrorism and award compensatory damages.
The Fund does not determine liability. Instead, it provides compensation after a U.S. court has already issued a qualifying final judgment.
Eligibility for the Fund is strictly defined by statute. Individuals may qualify if:
You hold a final judgment issued by a U.S. District Court.

The judgment is against a foreign state sponsor of terrorism that was found not immune under U.S. law.
Your application is submitted within 90 days of the date the final judgment was entered.
